Business unit information This is an exciting time to work in Government Communication. We are looking for versatile communication professionals who thrive on working in a variety of areas and providing quality consultancy and communication advice to build, develop and improve high-impact government work. The post holder will join the GCS Flex Team hosted within the Cabinet Office, a high profile team made up of communication experts across a range of middle management to senior grades. This unique team deploys expert communicators to specific Government Departments on short-term placements (of between 3-6 months on average) in rapid response to emerging priority issues or demands. Job Description This role will involve quickly learning a new brief and using insights and communications experience to support high priority communications issues across Government. It will require flexibility to work across a range of communications disciplines. We are looking for individuals with expertise in two or more of the following skills: PR / Media Relations, Strategic Communications, Internal Communications, Stakeholder Engagement, Digital, Campaigns / Marketing and Evaluation. This role provides an excellent opportunity to gain an insight into various department communication teams and how they function, whilst building on your technical skills through the breadth of experience and exposure with senior leadership. The post holder will be line managed by a Flex Team Head of Communications and assessed against achievements in each project. Membership of the Government Communications Service (GCS) is expected on appointment. The policy context and media backdrop may well be unfamiliar, as will many colleagues.•Demonstrate skills as set out in our modern communication operating model (see the GCS website). •Demonstrate strong influencing skills to ensure the role of communications is reflected appropriately in policy development. •Engage relevant national and local level partners to extend and amplify activity. •Ensure campaign activity is developed in tandem with GCS colleagues in other Departments and with Departments’ key external stakeholders and partners. •Work across the Department – and in particular with Private Office, Special Advisers and policy officials – to ensure campaign activity is aligned to wider Departmental media and Ministerial engagement activity, with wide internal awareness amongst the Department and its wider family. •Has the confidence to develop and deliver strategic communications programmes across a range of disciplines, using the OASIS framework. •Identifies low/no cost channels and activity. Where activity is delivered through external agencies, writes clear briefs and manages agency performance effectively and in most cost-effective manner. •Be able to develop compelling content to meet the information needs of audiences as they access different channels.•Put in place a thorough evaluation methodology, regularly reporting on campaign progress to Ministers and senior officials during and after the period of activity. Please note that this role requires SC clearance, which would normally require 5 years’ UK residency in the past 5 years. This is not an absolute requirement but supplementary checks may be required where individuals have not lived in the UK for the required period.
