Your team will offer technical input in particular on both the Energy Company Obligation (ECO) and the Renewable Heat Incentive (RHI), managing the ECO innovation process and providing support and advice on complex issues related to operations, counter fraud, audit and assurance. It’s a role that involves extensive stakeholder engagement, as you work with scheme participants to respond to technical queries or assess whether their installations meet the schemes’ eligibility criteria.This is a newly created role which will bring two separate teams for the first time. You should already have experience of managing teams to deliver on competing priorities, either within a policy implementation or service delivery environment. You should be able to make appropriate recommendations based on complex data and have previous experience of reviewing, interpreting, implementing or amending existing and proposed legislation and/or technical standards. Your technical skills should be complemented by good all round communication skills and the ability to foster positive relationships with stakeholders that enable you to advise and influence on relevant issues.Responsibilities• Assist the Head of Scheme Portfolio in identifying the priorities for the team’s administration of renewable energy and social programmes• Providing technical expertise to the wider policy team and other hubs to assist operations, counter fraud, reporting, audit and assurance• Represent Ofgem with external stakeholders, such as government department, energy suppliers, renewable generators and industry bodies, as well as developing links internally with other teams in the division, and across Ofgem. • Ensure efficient processing of ECO innovation applications, demonstration actions and alternative methodologies• Provide robust technical input to inform and take decisions in relation to the administration of the RHI (such as accrediting installations and ruling on technical eligibility in relation to areas such as heat generation technologies, heat and electrical metering, heat transmission systems including liquid and steam systems and sustainability requirements)• Chair the ECO innovation technical advisory panel• Having full regard for the risks the Authority faces in discharging its statutory duties• Leading a team of up to 8 staff, ensuring the development of staff in their team and addressing any skills gaps both in team and with colleagues the team advisesBehaviours We’ll assess you against these behaviours during the selection process: Seeing the Big PictureMaking Effective DecisionsCommunicating and InfluencingWorking TogetherManaging a Quality ServiceDelivering at PaceTechnical skills We’ll assess you against these technical skills during the selection process: Full details can be found in the candidate pack attached.BenefitsOfgem can offer you a comprehensive and competitive benefits package which includes; up to 30 days annual leave.
