SummaryThis position is based at 10 South Colonnade, Canary Wharf, London, E14 4QQJob descriptionThe award winning Commercial Capability Team was formed in 2014/15 to bolster departments in improving their commercial capability. A new concept for government, we have developed a suite of capability services that central government departments and wider government bodies can access. A Commercial Recruitment Hub has been created, offering a centralised recruitment service for departments to fill commercial vacancies starting from Commercial Managers progressing up to Senior Commercial Specialists. Within this hub there is a pool of centrally-employed and accredited commercial professionals that can be assigned to departments to work on commercial assignments. Once in the role, these individuals have access to training and accreditation programmes, they are assigned their own commercial career coach and benefit from a tailored talent management service. We want to be the best commercial function in the United Kingdom. Thus the Commercial Capability Program has been created to attract, retain, develop and reward these specialists, to ensure we appeal to the best in the commercial sector to come and join us. Along with providing departments with this talent pool, as a Commercial Capability Program, we also support central and wider government in commercial capability training, advice and guidance.This role will be initially based in the Project Management Office of the Commercial Capability Team, however the scope of the role may expand into the other Government Commercial Function Central Teams within the Cabinet Office. We are in the process of transforming our business – which includes embedding and enhancing our digital platforms that underpin our key services. This role will suit a self-starter who has a good mix of creative, technical and stakeholder engagement skills and is able to partner across all levels of the organisation to improve our operations. Flexibility and the ability to effectively manage a number of contending priorities through to successful completion within time, cost and quality specifications is paramount. Key accountabilities include: Develop a long term end-to-end digital strategy for the teams’ commercial and contract management capability services – to ensure a coherent and innovative platforms landscape, as the programme expands its offering deeper into the civil service and the wider public sector. This will include a review of existing digital assets across the programme and maintaining a digital roadmap for the programme Manage approvals, procurement, implementation and adoption of platforms across the programme. This will include both new requests and reviews or re-procurements of existing specifications, working with the relevant commercial and project teams Direct the implementation of major upgrades to the content and technical interface on the Government Commercial online platform and oversee the change roadmap for this Manage relationships with the Civil Service Human Resources team, who are the owners of a number of key framework agreements for the platforms we use Provide technical advice and guidance to contract managers and colleagues – helping them to transform their existing approach through the use of data, intelligence and process automation Skills and Capabilities Essential: Project management- including developing and deploying new platforms and digital solutions or driving upgrades to existing ones to meet business needs and problems Expertise in either learning and development and/or Human Resources and recruitment digital solutions Stakeholder management – partner and influence internal and external stakeholders across various functions to meet multiple needs and achieve mutual benefits including working with senior directors Problem solving and analytical skills – expert ability to evaluate both qualitative and quantitative information and to express simple and clear messages boosted by data Excellent IT skills: Excel, Word, PowerPoint (and/or industry equivalents) along with the ability to present findings using these platforms Thorough knowledge of the General Data Protection Regulation and IT security best practices Desirable: Successful delivery of briefings, workshops or guidance sessions Background in a technical architect role Knowledge of Agile working and the Government Digital Service global design values Knowledge of the Totara learner management system and the Microsoft Azure stack You will be assessed against the following Civil Service Success Profiles: Leadership, Communicating & Influencing, Making Effective Decisions, Delivering at Pace and Changing and Improving The full list of Civil Service behaviours at various levels can be found at:https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/717275/CS_Behaviours_2018.pdf The Cabinet Office is committed to a policy of equal opportunity for all staff.
